WhatsApp Business API pricing in the UAE, after the July 2025 change

Meta scrapped conversation based pricing on 1 July 2025. Most quotes in this market still use the old model. Here is what you actually pay now, in dirhams.

If you have been quoted for WhatsApp Business API in the last year, there is a decent chance the quote was built on a pricing model Meta retired. The change matters because it moves the cost from the number of conversations you have to the number of messages you start, and those are very different bills.

What actually changed

Before 1 July 2025, Meta charged for a 24 hour conversation window. Open a window, send what you liked inside it, pay once. From that date the billing is per template message delivered. Every template that lands is a line on the bill.

On top of Meta's charges sit two things people forget. Your business solution provider takes a markup, typically USD 0.003 to 0.010 per message. And the platform itself carries a subscription, usually AED 150 to AED 600 a month depending on seats and features.

Where UAE businesses overspend

Almost always the same two mistakes, and both are avoidable at design time rather than after the first invoice.

  1. 1Sending a marketing template where a utility one would do. An order update is a utility message. Dressing it up with an offer reclassifies it and multiplies the cost by roughly four.
  2. 2Broadcasting to a list that never properly opted in. This does not just cost money, it cuts your quality rating, and once that drops your sending limits fall regardless of what you are willing to pay.

The free window worth designing around

A click to WhatsApp ad opens a 72 hour entry point window. Everything you send inside it, templates included, is free. If you are already running paid social in the UAE, routing that traffic into WhatsApp rather than a landing page is the single cheapest change available to most advertisers.

What we would tell you on a call

If your enquiries currently sit unanswered for an hour, the pricing model is not your problem. Reply speed is. In this market an enquiry usually goes to three or four companies at once and the first useful reply takes it. Getting an automated acknowledgement out in seconds costs almost nothing under the current model, and it is the change that pays.

For most UAE businesses answering inbound enquiries, yes. Replies inside the 24 hour window are free, so a conversation the customer starts costs you almost nothing. For heavy outbound campaigns it can be more expensive, because every template message is now billed individually.

Yes, but once a number is registered to the Business API it can no longer be used in the WhatsApp Business app on a phone. Most businesses migrate the main line and keep a second number for informal use.
